What is a Vulnerable Person?

A Vulnerable Person is defined as a person who due to a medical, mental health or a physical condition(s) may exhibit patterns of behaviour that may pose a danger to themselves or to others.

Behaviours may include:

• Inability to communicate
• Fascinations or attractions (water, construction sites, etc.)
• Social responses (fear of strangers, aggression)

What are examples of Vulnerable Persons?

• Autism Spectrum Disorder
• Fetal Alcohol Spectrum Disorder
• Huntington’s Disease
• An Acquired Brain Injury
• A mental health condition that causes a person to exhibit the behaviours above

Who can submit this information?

The parents or caregivers of a vulnerable person that is living within the jurisdiction of the Belleville Police Service.  NOTE: The caregiver does not need to reside within the jurisdiction of the Belleville Police Service, ONLY the vulnerable person.

What is the Vulnerable Person Registry used for?

The Vulnerable Person Registry allows parents or caregivers to submit vital information to a database that will be used by police during interaction with that vulnerable person.  The Registry will provide police with emergency contact information, detailed physical descriptors, known routines, favourite attractions or special needs of the individual.

Who has access to the Vulnerable Person Registry?

Only Belleville Police personnel who require this information in the performance of their duties will have access to the information.  There are strict regulations with respect to accessing and disseminating information.

HOW TO REGISTER

• Fill out the form as accurately as possible.  Some of the information you will be asked to provide is as follows:
  • Name, nicknames
  • Physical descriptors (scars, marks, tattoos)
  • Contact information
  • Best methods of communication
  • Best methods of approach (include de-escalation techniques)
  • Life-threatening medical concerns
  • Favourite attractions and locations where person may be found
  • Emergency contact information (i.e. parent/caregiver information)
  • Provides the option to attach a picture (head shot picture only, similar to a passport photo or school photo) by replying to the email received and attaching the photo.

Once the form is submitted and processed, you will receive confirmation that the registry has been completed and an occurrence number will be provided for your reference. 

NOTE: In order to maintain current records, such as physical description, it is recommended that each individual re-register yearly during the month of their birthday.This may also include submitting an updated photo.

Vulnerable Person Registry Form

Through this form, the Belleville Police Service will collect information that can identify you or a family member. Such identifying information may include your name, date of birth, e-mail, address, mailing address and other similar information (“personal data”) when it is voluntarily submitted under Sec 29(1)(a) MFIPPA. The BPS will use your personal data to respond to request you make of us and/or interacting with the persons named. From time to time, we may refer to your personal data to better understand your needs and how we can improve our services in relation to you and / or your family. This information maybe be accessed by other Police Agencies through the Police Information Portal however consent must be provided for the use of such information. It is acknowledged that it is your responsibility to ensure that the information so collected is current and valid, and that the BPS is notified in writing of any changes. The retention, as well as any other use or disclosure, of the information will be dictated by the requirements under the Municipal Freedom of Information and Protection of Privacy Act, R.S.O. 1990, c. M.56.
